Kelly Mann
President and CEO

Initially hired as an Event Manager in November 1992, Kelly has been the President and CEO since April 1999.  During his time with the BC Games, he has moved the Games from a participatory model to one of sport and athlete development.  Kelly has worked with volunteers in almost seventy BC communities, as well as regional, national and international events.

Establishing sound, strategic partnerships have been a priority for Kelly in his role as President and CEO.  Expanding the reach of the Games, beyond a four day event has been critical in maintaining a valued program like the BC Winter and BC Summer Games.  It is through those types of synergies, the BC Games have become a national leader of sport, community and volunteer development.

Kelly has the overall responsibility for the staging of the BC Winter and BC Summer Games, and the operations of Team BC. 

Working with the Provincial Government and the Host Community,  provincial sport organizations, other sport agencies, and private industry, he manages all aspects of administrative and financial operations of the BC Games. The legislation to develop strategic alliances with others in the provincial and national sport systems in order to continue/expand quality experiences and opportunities for athletes, coaches, officials, parents, and volunteers remains a cornerstone of his work.
Raised in Victoria, Kelly is married with two children.  He was a founding Chair of KidSport Greater Victoria, a charity which supports disadvantaged children in pursuing their sport opportunities.  Kelly is also a member of a variety of work-related and community-based committees.
Kelly has been acknowledged for his leadership in the community and provincially and was honoured with the Rick Hansen "Difference Maker" Award, the Queen’s Diamond Jubilee medal, and the BC Community Achievement Award.


Judy Joseph-Black

Event Manager

BC Winter Games, Team BC

As an Event Manager, Judy assists Host Community volunteers in the planning, operation, and staging of the BC Winter Games.  An admitted Games junkie, she also oversees the Team BC communications file which comes full circle as she as the assistant press chief for Team Canada at the 2012 and 2008 Paralympic Games, media attaché for the 2000, 2002 and 2004 Paralympic Games, Team BC communications manager for several Canada and Western Canada Summer Games and actually competed at two BC Summer Games in soccer (but she won't tell you which years!).

Judy comes to the BC Games with a vast background in sport administration. Most recently, she worked for the Provincial Government as a sport consultant, managed the national women’s soccer team, owned her own sport communications company, was the executive director for Badminton BC and the sports information director for the University of Victoria athletic department. 

Away from work, Judy runs a weekend B&B with her husband on Gabriola Island and enjoys playing rounds of golf with her old soccer cronies throughout the spring and summer.  She sits on teh Victoria Sports Hall of Fame nominations commitee as well as the Sport BC Athlete of the Year Awards selection committee.


Kyler Nurmsoo
Event Manager


BC Summer Games

Kyler joined the BC Games Society as an Event Manager in 2014.  In that role, he assists Host Community volunteers in the planning, operation, and staging of the BC Summer Games.  He is also responsible for participant registration and external transportation for each BC Games, manages the planning and delivery of BC Games G2G sessions, and provides general support for the Team BC program.  

Prior to joining the BC Games Society, Kyler worked in municipal recreation as a programmer with the Cowichan Valley Regional District and the Town of Osoyoos.  His experience in sport has also included roles with the Brock University Department of Athletics, the YMCA of Niagara, and Right To Play.  He has a degree in Sport Management from Brock Universtiy in St. Catharines, Ontaroio and currently sits on the Camosun College Sport Management Program Advisory Committee.

In his spare time, Kyler enjoys exploring the outdoors throughout the Pacific Northwest with his girlfriend and two dogs.  You can catch him every week at the rink as he tries to hang on to fleeting NHL dreams.



Andrew Pitre
Event Manager


BC Winter Games, Winter Sports

As an Event Manager for the BC Games Society, Andrew assists Host Community volunteers in the planning, operation, and staging of the BC Winter.  He also manages the partnership with Provincial Sport Organizations for sports in the BC Winter Games.
Andrew has extensive work experience in sport and games operation.  He previously worked with the University of Victoria and Vikes Recreation, Field Hockey Canada, and PacificSport - Canadian Sport Centre.  Further, Andrew was involved in the Vancouver 2010 Olympic Winter Games, the Commonwealth Games, and the Team BC program (Western Canada Summer and Canada Games).
Andrew enjoys spending time with his family, wife and two little girls.  He volunteers with the Parent Advisory Committee at Hillcrest Elementary and enjoys coaching youth in basketball and field hockey.  He also loves getting outside, especially if it is on his cyclocross, road, or mountain bike.


Jarret Poitras
Team BC Operations Manager

As the Team BC Operations Manager for the BC Games Society, Jarret organizes and manages operational and logistical matters for Team BC, as well as provides support for the BC Summer and BC Winter Games.  Jarret works closely with the leadership and coaching staff for each of the Provincial Sport Organizations that compete in the Games to enhance preparation and oversee administrative matters.  Jarret also works alongside the Chefs de Mission to manage the planning processes for the Canada Games and oversees the team of Mission Staff volunteers who work diligently behind the scenes.

He was the Assistant Manager of the national rowing team at the 2008 Summer Olympic Games and has been part of several BC Games, Western Canada Summer Games, and Canada Games.

Jarret was the Assistant Coach of the Camosun College Women's Volleyball team program for five years and continues to stay involved in the local volleyball community.  A former varsity and provincial team indoor and beach volleyball player, Jarret now enjoys playing recreationally, as well as golf, tennis, fishing, gardening and spending time with his family.



Glenda Rae
Executive Assistant

Glenda has been involved in 57 BC Games having been employed with the BC Games since 1978.

As Executive Assistant, Glenda provides support to the President and CEO and the BC Games Society Board of Directors and is responsible for the management of the Administrative Team. Glenda also manages the day-to-day financial administration of the Society and is responsible for the overall operations of the BC Games office.



Irene Schell
Event and Technology Manager


BC Summer Games, Summer Sports

Irene has volunteered and worked in sport administration in BC since 1989.  Since 1999 she has been with the BC Games Society where she is an Event Manager and also serves as the Technology Manager for the organization.  In her position she provides support and resources to community volunteers as they plan and stage the BC Summer Games and oversees all computer and technology requirements for the society, including maintaining the society’s custom registration software, websites, and providing training to staff and volunteers.  She also manages the partnerships with sports included in the BC Summer Games.

During her tenure in the sport system, Irene has worked and/or volunteered at over 55 multi-sport Games including Northern BC Winter Games, BC Games, Western Canada Summer Games, Canada Games, and Olympic and Paralympic Games.  She served as the Chef de Mission for Team BC for the 2011 Western Canada Summer Games which were held in Kamloops.

Irene is the Past Chair of ProMOTION Plus (the provincial organization for girls and women in sport and physical activity), a past Board Member with the Sport BC, and has been an In-school Mentor with Big Brothers Big Sisters Victoria since 1999.  In her free time, Irene enjoys spending time with family and friends and stretching her creativity through a variety of pursuits.





Lia Threlfall
Communications Manager

Lia is a committed sport leader who has been passionate about sport and physical activity throughout her life.  Active as a child in school and community sports, Lia eventually specialized in field hockey and competed at a provincial and varsity level winning three national titles as a member of the University of Victoria Vikes.  With her degree in Kinesiology and a love of sport, she created a career in sport as an event and communications specialist. 

Since 2003, Lia has been the Communications Manager for the BC Games Society where she is responsible for planning and implementing marketing and communications strategies for the BC Games.  She leads public and media relations, brand management, and sponsorship compliance for the organization as well as creating systems and templates for volunteers.  She was a member of the Team BC mission staff at the 2015 and 2017 Canada Games.  A highlight of her career was volunteering at the 2010 Olympic Winter Games in Vancouver.

Lia is a patriotic Canadian, a mascot collector, and an active mother of two children.  She enjoys giving back by coaching youth sport and serving on the board of the BC Wheelchair Sports Association.
